The smoke grenade isn't completely broken—it just suffers from an aggressive, unforgiving AI tracking algorithm that the game doesn't explicitly explain.
Here is a breakdown of why your smoke grenades feel like they aren't working, backed by specific game mechanics, and how to actually use them to survive.
The Hard Math Behind Enemy Tracking
The primary reason smoke grenades "fail" is due to the Aggro Lock-On Rule. ARC machines and Raiders function on a distinct alert tier system: Yellow (searching) and Red (fully targeted).

Activating a Cloak gadget normally leaves a brief, visible activation delay that enemies can track. Popping a smoke first hides this animation, allowing you to activate your Cloak safely inside the cloud and rotate away completely undetected.
